Without knowing anything about the woman and the relationship she’s in, it’s impossible to tell.
As for the picture itself, the woman can’t be identified, and she did go out in public like this, but I would still prefer if we only shared images here where everyone who’s depicted in them consented to their picture being taken and shared online.
